Abstract: Among the questions that opened the recent debate on urban planning in Italy, some concern directly also the time planning experiences: namely the distinction between structure plans and action plans, and the rethinking
of the themes starting from which plans are designed. Urban planning has always had difficulties in integrating time and space in a comprehensive framework: the modern plan was based on time, with its procedures and its attention to events, rather than
to physical scenarios; on the other hand, the contemporary plan pays attention to the physical level, and aims at designing physical structures, rather than time sequences. In this sense, today it is extremely important that a planning instrument based
on the assessment and transformation of urban times may accompany master plans maingly based on urban design. Lastly, time policies imply citizens' participation to the design of future scenarios, and this enhances the sense of belonging to places and
