Abstract: The urban planning tradition conceived urban phenomena as measurable objects, which were completely defined by a number of variables distributed over the Euclidean space of maps. In this way the knowledge on urban issues
was not aimed at interpreting complex phenomena, but at legitimating public action. In the architectural project tradition, on the other hand, the city is conceived as a complex space, formed by spaces closely linked to the history of many generation of
inhabitants: city, in the architecture of our century, is the place where citizens exercise their rights of citizenship, where they experience their lives density of meanings. In this way, the architectural project interprets urban form by means of a
synthesis rather than of an analysis. A second reflection on the urban project concerns the policy field, which is currently characterised, as G.F. Lanzara puts it, by a shift from a problem solving oriented approach to a problem setting oriented one,
